When an Investor Dies, Are Government Securities Lost or Inaccessible?

No. Treasury Bonds and Treasury Bills held by a deceased investor remain protected and can be transferred to the rightful beneficiaries under the Bank of Tanzania Guidelines on Transfer of Deceased Investor Holdings, 2026.

Getting Legal Authority

What you need to do first:

  • Apply to the High Court for probate or letters of administration

What the Administrator/ Executor Must Do

Your two main steps:

Step 1: Request Information

  • Contact the Bank of Tanzania
  • Ask for details about the deceased’s government securities
  • Find out what they owned and its value

Step 2: Apply for Transfer

  • Submit a formal letter requesting the transfer
  • State who the beneficiaries are
  • Request that securities be moved to the administrator/ executor CDS account

Documents You Must Gather

For requesting information:

  • Court grant (probate or letters of administration)
  • Your ID (National ID, passport, voter’s ID, or driving licence)

For applying for transfer:

  • Court judgment
  • Court order naming the beneficiaries

Transferring to the Administrator

What happens at this stage:

  • The Bank confirms all the deceased’s CDS holdings
  • The Bank checks if any securities are pledged as collateral
  • The securities are placed under the Administrator’s temporary control

 Final Transfer to Beneficiaries

The last step:

  1. Bank verifies the court order naming beneficiaries together with confirming CDs accounts for beneficiaries
  2. Bank instructs the Central Securities Depository Registrar (CSDR) to transfer deceased Securities into each beneficiary’s personal account
  3. Each beneficiary receives a statement of their holdings
